Poor Practice in Traffic Law of Cambodia

For all of friends! Have you checked and read the new "TRAFFIC LAW" of Cambodia yet? It's worth to know and understand clearly about the laws of our country so that WE WON'T BE STUPIDLY FINED AND FOOLED by some of those who use the law as a tool to fool people for their benefits! That's why I see that most of citizens don't believe in institution. For instance, when a traffic accident happens, people or even yourself prefer to call friends or relatives who have power to solve the problem rather than leaving the case to police officers to solve. So, my question is WHY? The answer would be because institution is less powerful than individual in law implementation. But why it is so? Because people feel that institution is week and incapable! I think the cause comes from those who use the law for their benefits, particularly a small group of traffic police officers, who spread negative effect into people's mindset. Can anyone explain me clear about article 12 of this new traffic law? Perhaps, I misunderstand myself about the meaning of the law. that's why it's worth to get it clear in my mind. However, two police officers explained me differently. The new traffic law, Chapter 3, article 12 states that ".......If there is no obstacle ahead, the vehicle on the right side would be able to turn right during red-light period at any traffic light which has a red-light indicator to turn right". So, what does the law mean? Can anyone explain me? One of two police officers, who fined me for turning right during red-light time, explained me that the traffic light with the turn-right-arrow commands all vehicles to stop when it flashes red-light, so no any vehicle allowed to turn right i.e if you turn right when the turn-right-arrow is in red light, you're wrong and you're definitely fined. He added that I could turn right during the red-light time at only any traffic light that has no the turn-right-arrow, he meant the traffic light with a normal red-light indicator, generally, it is a round light with no turning-left or turning-right arrows. However, I was fined again in the second time, but at different intersection for my turning right during red-light period. That traffic light had no arrow light indicators during red-light period, it's a round red-light. What surprised for me was that, the second police officer explained me differently to the first police officer. He said in contrast! How come it is so? I wonder why two traffic law implementers understand and practice inconsistently for the same law? IT'S JUST FOR A SMALL ARTICLE ONLY!!! I hope you won't suggest me or other NOT TO TURN RIGHT DURING RED-LIGHT TIME, THEN! It's also a good idea to avoid problem. HOWEVER, SHOULD WE LET IT CONTINUES TO HAPPEN IN OUR SOCIETY THOUGH?
